Can you post a larger version or say which part of the card it is from?
As a wild guess, it may be referring to a disability and say something like:
?ear turned ???? device for bad feet

It's for William Ambrose Reese in 1917 and it's from the part that says "Do you claim exemption from draft (specify grounds)?
If I try to enlarge it, it just becomes even less clear, sorry.
