How can I find out who was living in a house in St Hellier in 1945 ?

You could have a look at this Jersey Library site and perhaps email for information from the electoral rolls if they have them

How can I find out who was living in a house in St Hellier in 1945 ?
Registration cards were compulsory for everyone in Jersey in 1941 following the occupation in 1940. The Jersey archive has useful information, including the addresses, of these individuals online so you could get very close to 1945.
Starting place for all the records is http://jerseyheritagetrust.jeron.je/archive.html
I would first select "place" and input a road name and select from the list of house numbers. If you are lucky, there will be registration details for individuals living at that address.
This is an example of the sort of information returned:
D/S Immigration and Nationality Department D/S/A/4/B9560 Blue Registration form of Clara Rachel Pitman, née Poingdestre of 15, Sand Street, St Helier, born 14/04/1875. 20/01/1941 - 20/01/1941
