I can't seem to access that url.  Certainly it is not any official 'Government Database' site, and it is not a site I have heard of before.

Generally, it is best to obtain English/Welsh certificates directly from the local registry office or centrally through the GRO, Scottish ones via www.scotlandspeople.gov.uk, Irish I'm not sure but the folks on the Ireland board could no doubt tell you. There is generally no point in going through a third party.

This site has advertisements for this website (provided automatically by Google).

It would appear to be primarily an American site.  Nothing points to UK records.
