My grandfather Robert Page Sowter was married to Amy Bugler on 15th June 1898 in Norfolk.. I am trying to find out his mothers name..His father was supposedly William.. Have been looking for this for 12 years

The first step will be to find him on a census after his marriage to find a year and place of birth for him.
I would imagine you have already done this within your 12 years! But you havent given the details in your post, so here it is

I think Liz may have found the answer - how about Robert George SOWTER being the illegitimate son of Sarah SOWTER age 20 in 1871. Father William PAGE age 22 in 1871 living next door. So Robert dropped the George in favour of his fathers surname Page? Dedham is in the Lexden Reg Dist & that is the only Robert Sowter/Souter born in that area at the right time that I can see using FreeBMD.
It might be worth obtaining a copy of the birth certificate for Robert George Sowter as quoted by Liz (DecQ 1870 Lexden 4a/325). With a lot of luck it might answer some questions.
