Tough one to date. An elderly bloke could have been wearing this sort of gear for decades - and, up close, the suit doesn't look new. Can you date it by his age at all? He looks about 70-75 to me.
And here's a colour version as we bring it up the board again.

My comment might be a bit 'left field' but for what its worth.....

The property appears to be a Victorian terrace. Its original windows would, more than likely, have been sliding sash type. The window in the photo is a casement type which didn't come back into general use again until well after 1900. Its an educated guess (because property renovation was my business) but I think this would have been a replacement .........for whatever reason. The brickwork is definitely aged which leads me to think that this could even be post 1920.

Tin bath on the fence and the classic terraced house that I remember from my youth. I'd say 1920s-early 1930s.  My parents married in early 30s and, on the group photo,  an uncle wore neckwear just like that  ;D
