Is there a reason why these forms provide a photo for a male but not for a female? TIA

I think Visa and naturalization applications started to contain photographs around 1929 - what dates were you looking at ?

They are both in the 1930s but I think I've identified the problem. The photo is on a form that's called Declaration of Intention and the form without the photo is called Petition for Naturalization.
