Title: Frederick John Rowett mentioned in Despatches

I appreciate this is a difficult one. I am trying to find some information on a Frederick John Rowett from Devonport (1866-1951). He became a chief stoker in the Royal Navy and had a long record of which I have information. But surprisingly a relative has found the small remains of a newspaper article, she believes from the Kentish Mercury that states he was mentioned in despatches. We have no date other than it was in August. I would appreciate any help in trying to find some more information.

I can't find any mention of a MiD per se but I am wondering about this comment on his navy record:

Many thanks, ShaunJ, so I presume the date is 8th July 1917, which fits the publication in the local paper being in August.

The Kentish Mercury is on line at British Newspaper Archive and FindMyPast - but only covers the period 1834-1910.

The war period covered (but not free) but not clear if Kentish Mercury included?

No mention of a MiD in the London Gazette, likewise, a search of all newspapers has failed to come up with anything.
