That's the one, Lucy is his sister (the only girl and eldest child) and just for the record;
number nine son is registered as Nonas Walter (shown as Walter in the 1871 census).

If you are looking for extended family of the Bedford Harlows I believe from looking in to my own histoey the james harlow you are talking about here is my grandfathers second cousin
