Title: 1826 Poll Book for Kent Google books

I found the 1826 poll book during a search for Henry Clark of Rye.  He was listed as voting   residence  Rye occupation Baker.  My question is why would he be in a Kent poll book for Dover?   He had always lived in Rye.  He did own property( this is before 1832 reforms) but not in Dover to the best of my current knowledge.   Love to know more about voting in the 1820's      Thank you LizR
