You could buy the birth certificate, as we cannot tell you the 1911 census, and it would only indirectly help you.

Ross registration district comprised at least 41 civil parishes!   To have a baptism lookup would require you knowing which parish.

Look for the 1911 entry which may help.  Otherwise you will need to buy the certificate.

Following a possible family back, reveals Charles and Ann Reeves had 5 children, any one of which could have been Francis's parent.   And that is only a "possible" family.

Charles & Ann Reeves (previously mentioned) had a daughter Catherine, born 24 August 1877 and baptised 30 Sep 1877 Ullingswick, Herefordshire.
