Intriguing... I first thought it might be somewhere around Watchet, as we've had a few from that area, but the opposite side of the bay/estuary/inlet looks too close to me.
Anyway, after looking at a map of SW England for a narrower bay/estuary/inlet, I think I've found it - Orcombe Point, looking across Maer Rocks towards Exmouth, and then across the Exe Estuary towards Dartmoor. Here are some photos for comparison:

I haven't found any showing the same walkway round the cliffs, but they look to me as though they are subject to erosion, so it may well not be there now.

Yes, I think you are right, Arthur. The Geograph image is from almost the same viewpoint.
