Title: 1901 census, Cheltenham. Can it be searched by address?

I am looking into a death at Cheltenham in February 1901, address 13 St Philip's Terrace.  The lady in question, Mrs Juggins aged 94, had lived in Withington (not far away) for many years but no relative I have found lived that that address.  Could it have been a 'home' of some sort then?

FindMyPast have a search by address option.

It looks like a family home in 1901, although there is a 70 year old boarder with them 'living on her own means'

The death certificate would give the address she died she may just have been visiting or passing by.  Who was the informant

I found the address on the burial register, but may have to buy the cert to find the informant, if my wife is interested enough!

The obituary gives the same address - died 23 February  ::)   No other information. 

I doubt the death cert would help as it looks as though John Walton let out 'apartments' at the address. Probably a posh name for a room.  ;D

The Gloucester Citizen, 23 Sep 1903 in reporting a fire, and admissions to hospital, mentions

"Mrs Harris, aged 85 years, residing at 13 St Phillip's Terrace, Cheltenham ..... A man named J H Walters (sic), living at the same address ...."

I had a look at 13 St Phillip's Terrace on the 1911 Census - which gives no. of rooms and what kind of building. However, unable to post details.
