His name was Jonathon Targoose, born 1830 Holbeach Lincolnshire. He appears in the 1851 census as an 18 year old private in the 38th regiment at Chester Castle Barracks.
I have his baptism and the 1841 census.

Firstly make sure it says Ret or similar and not just R. The latter means he was still with the regiment when they were supplied for distribution. Ret means it was returned to the Medal Office as he had been discharged and they did not know his address.

Kings Regulations just before WW1 was that the Medal Office would keep it for ten years before recycling it. If would have been similar in Victoria's time. There does not appear to be a record for him on FIndmypast. So he would not have served long enough to receive a pension. So you will have to go to the National Archives and look at the musters for the dates he served, and why he was discharged.

Thank you everyone for your suggestions. The list is headed Return of Returned 38th Regiment.
There is his name, the next column is blank (for rank possibly private) the next is also blank (regimental# possibly 4209)then ditto marks for Crimea, last column for remarks also blank.
Unfortunately a visit to the National Archives is not possible, since I live in Canada.

My Grandad returned his own medals so that is another option for you to consider.

He is on the medal roll with the Regimental Number of 3040. He was entitled to battle clasps on this medal for Alma, Inkerman & Sebastopol, the roll seems to suggest that his medal was sent to the War Office (W.O.)
