Folks, this guy was born about 1780 in Peebles according to the census, how do I go about checking his service in the RN.

Try the military records on FindMyPast. There is one Alexander Meek who comes up in pension records - attested 1809 and seems to have served on a ship called Triumph.

Thanks Rosinish & Millmoor, he's 62 in the 1841 census and working as a handloom weaver in Peebles, Old Town, so presumably he served his time as a weaver then joined the navy, his eldest daughter was about 30 then. I assume he served between 1800 ish & 1810 ish? The 41/51 census has Peebles as his birthplace. I would have expected West Lothian.
