On 1861 and 1871 census Francis shown bc.1798 Cheshunt.

On FindMyPast:

Francis Robinson b.4/12/1797, bp.5/1/1798 Cheshunt, Herts., son of John Robinson, wheelwright and Diana.

Also a number of siblings, most of which show mother as Dinah:

Grace Wooley Robinson bp.16/8/1789 Cheshunt
John Robinson bp.17/7/1791
Sophia Robinson bp.30/6/1793
Edward Robinson bp.17/5/1795
James Robinson b.12/5/1800, bp.11/6/1800
Charlotte Robinson b.8/8/1801, bp.6/9/1801
Dinah Robinson bp.13/3/1803, bp.17/4/1803

Think this is likely to be parents marriage(on familysearch:

John Robinson married Dinah Silvester 28/8/1787 Epping, Essex (just 9 miles from Cheshunt).

Likewise with Lucy - shown on later census as bc.1794:

On familysearch:

Lucy Glover b.2/12/1793, bp.5/1/1794 Monken Hadley, London, dau. of James and Charlotte

siblings:

John born 5/1/1796, bp.24/1/1796
James b.12/7/1792, bp.12/8/1792
George b.1/8/1799, bp.25/8/1799
another George b.7/4/1805, bp.28/4/1805
William b.7/3/1803, bp.27/3/1803
Harriet b.30/4/1801, bp.27/9/1801

Parents marriage probably:

James Glover married Charlotte Gibs 20/6/1791 Enfield, Middlesex
