I always thought a 'collection box' was for giving what one could afford (a donation) which no-one else would have known how much i.e. if someone couldn't afford it then so be it.

I think [Ray] was referring to a collection plate, where several others might be able to watch a person's contribution or lack of it ?  Though I don't know what the process would have been in the late 18th century ....
