What is his fathers name and occupation on the 1840 marriage cert

Where did you get his exact birthdate from?  If from a baptismal record then his parents names should be shown

I have looked through all my old notes and cannot find the document that states the date of birth or christening.

An old hand written family tree has the birth as Jan 1808 so the date I gave you must be a date of christening.

If you google the name, there is so much information on this family. There is a newspaper report on the death of his son Richard who is buried alongside his mother and father. The dates of birth for his mother and father are on the headstone. (Interred at Fairlight)
I did find a record of a baptism in Silchester which is a possibility
Richard Cart Barlett
23.2.1808 son of Sarah
Privately received 10th April.
Perhaps he was illegitimate

I can't give you the link due to copyright but I can tell you the newspaper is Hastings and St Leonards Observer dated 13th April 1901
