It's GEORGE WITHEE.
HIs signature is very difficult to make out, but looks more like George Withey - almost definitely a 'y' on the end.
The first witness signs (possibly Peter?) WITHEY.
It's by licence so there may be some other paperwork related to it which may give you more information like ages or even the name of the bride's father. Can't see which county it is. If in England (looks like an English marriage form), they are generally held at the county Record Office. Some are on findmypast.

Glad to see I agree with what has been transcribed though! - apart from they have transcribed 'licence' (English spelling), as 'license' (American spelling). Not good practice.

I think the family and perhaps extended family stayed in the Bath area.

This news item may be of interest in regard to the signature.
I believe this man is the same PICKWICK Esq as the one above who mentions his niece.
Eleazer Pickwick, esq; mayor, was chosen an alderman of this city, in the room of W. Clark, esq; dec.
It was Published on Thursday 19 April 1827 in Bath Chronicle and Weekly Gazette
Newspaper in the county of County Somerset, England.

Thank you for your wonderful help. I had typed out what I could read below the document, but could not make out the witnesses.
This has been an interesting family to research. I do think I will try to procur a subscription to the British newspapers. I have two separate subscriptions, genealogybank.com and newspapers.com, for the US newspapers.
There appears to be some published information about this Pickwick and Withey family. Charles Andrew Barrow, son the the Magistrate of Wedmore, John Barrow, did marry Martha Withey in 1833. I was not able to find the baptism record for Martha. Her mother Elizabeth Pickwick Withey would have been 47 years old when she was born. I was hoping to find other siblings of this couple. I did find baptism records for an Elizabeth Withey born 1793 and Susan Withey born 1796, bapt St. James Bath Somerset, and wondered what other siblings there might be.

There's a PCC will for George Withey of Bath, proved in 1798. This George's father, I think. It mentions a wife Ann, son George and other children.

PCC stands for Prerogative Court of Canterbury - the most important of the probate courts before 1858
