Hi there, this is not easy to restore as the features on the faces are blurred. Here is my try though.

Thanks Trish Anne really good job. Yes this is a very hard one. I think whoever took the picture must have focused on the horse and not the people.  If I ever get a better copy of it I will let you know.  I think this is a photo of a photo which doesn't help either. It looks a 100 x better than the original picture thank you so much.
