Here is an extract of notes on Looking Backward from 2000 to 1887 by Edward Bellamy; a work of Utopian science-fiction from 1888.

I have transcribed all the notes bar a few words. Can you help?

I must say I'm having difficulty seeing ... red tape. I can't suggest anything feasible at the moment, but I think it might begin with b... and end with ...e, possibly ...re ?
In the first line, is it perhaps ... leave off at 45 (rather than laid off) ?
I do think the umbrella is great (rather than giant).
