This may be a googly!

Here is an extract of notes on Looking Backward from 2000 to 1887 by Edward Bellamy; a work of Utopian science-fiction from 1888.

I have transcribed all the notes bar a few words. Can you help?

"people educated till 21 leave off at 45 whole system
 xxxxxx of  state erecting one great umbrella or awning along streets
over heads of people instead of each individual holding a little
"

I must say I'm having difficulty seeing ... red tape. I can't suggest anything feasible at the moment, but I think it might begin with b... and end with ...e, possibly ...re ?

In the first line, is it perhaps ... leave off at 45 (rather than laid off) ?

I do think the umbrella is great (rather than giant).

Not too sure about purpose, but nothing else comes to mind at present.

A wild guess, if he dropped a few letters, as he has done before:

be(in)g peop(l)e & state  OR by peop(l)e & state

Good luck with it. It's a tough one!
