If you buy a subscription to FindMyPast, you can access the 1939 National Register as much as you like! ;D

Hi if it helps at all, an address search Victoria Road, Wolverhampton gives both odd and even numbers?

Wolverhampton Archive has free access to the 1939 Register on FindMyPast.
it might be worth looking at Spennell's Directory for 1922 (I think - might be 1921): this is a complete list of the heads of household, in street order. It's shelved with the Trade Diectories (next to the fire exit door)
