This is a family photo my grandmother had. Maybe is Sullivan family. I need help dating it, please. Also, brighten request if possible. Thanks.

Am I correct in thinking this is a tintype?
They are pretty much covered up with these capes so there's not much dateable.
However the plainness of their skirts suggests 1890's.
Tintypes made a brief comeback this decade & used by beachfront photographers who set up booths anywhere where large numbers of people might be found.
You can see in this they are very close together & close to the backdrop which is typical of these types of photos.
Whether they are related is difficult to say.

I wish that I could scan a bigger copy for a full restore but I do not have the original anymore to scan. I do have a question, though. Can anyone tell if the young girl in the middle is the same as this girl below? Her name is simply marked Cynthia.

I this is a larger scan. It is hard to tell but I think it is the same background?

A difficult one with not much to work with, but I do think the other photo bears a very strong resemblance to the middle lady.

I think there is a strong possibility that they are the same person seeing them side by side.

The only difference is the eyes of the single one - she could be younger and widened her eyes, though, as otherwise they're spitting image.
