Can you purchase a marriage certificate even if you don't know ref nos but do know names of both parties.

You need to give an idea of the year with questions like this but basically yes you can.
Many Marrage Certs are free to view online at Irish Genealogy have you checked there?

Not yet should have them from 1845 by the end of this year, but as athacliath62 has said it depends on the domination of the church they belonged to.

They were Catholics so would I have to try for a church for record of the marriage rather than go for a certificate.Just check all the Catholic churches for that area.

Yes, they won't have a Civil cert of marriage.

You can do a search on Ancestry but if you don't have a sub you won't be able to see which parish but it can help with dates to search in each possible parish.

If you have the area, you can search the parishes there but is a laborious task. As Sinann writes, Ancestry and Find My Past have indexes.
I have had a quick look but can’t see anything as yet.
Are your family in 1871 4954/5/4 living in Durham?
If so, I notice Elizabeth's surname is recorded with various spellings for children’s births.
There are a couple of boarders with them who are possibly brothers to Elizabeth. :-\
There is a marriage
1875 Weardale June quarter where James McAninly and Ann McGarry are on the same page.
1881 4940/19/31
Shows this couple and their children in Wolsingham, Weardale reg dist.
That marriage would show James’ father which might help tracing folk in Ireland.
You might have already done this though ;)
