Title: Passenger list: 'By whom passage paid - E.S.A'?

Had a look at a Canadian Passenger List from 1928 where my great-uncle Charles Sheret is listed.

What does E.S.A mean in the 'by whom passage paid' section? Most others are noted as 'self'. Would this be a sponsor or employer perhaps? According to this list he was planning on staying in the Government Hotel in Regina, Saskatchewan. He remained there (in Regina) until his death in 1980.

Means it was paid by the "Empire Settlement Act"
