puzzled to what is the subject of this photo is. but if someone can kindly date or offer suggestion to what is happening , it might help me determine who is in my photo

In 1948 the fire service was nationalised so maybe something to do wth that.

Date - sometime during WW2.
Because of the white edge painted on the vehicle's front mudguard, and the "blackout" hood fitted to the headlamp.

My contribution to your query is a photo to commemorate the members after WWII.
My father had two photos taken at that time. One with the Home Guard and one with scores of his co factory workers in it.

Just to clarify the position on the fire service during the war. The National Fire Service NFS was formed in 1941 by the amalgamation of the Auxiliary Fire Service (formed in 1938 ) and the local authority brigades. The NFS was in force until 1948 when it reverted back to local authority control but much reduced number of brigades. Tha last change occurred in 1974.
The AFS carried on as part of the emergency planning until 1968.

My guess is that the picture is a local authority brigade (city or borough) and after 1948.

Have you thought of seeing if the photo was in the local newspaper? Maybe it was the opening of another fire station, a new chief, or taking receipt of a new fire engine

The reason for my date estimate of 1950s is based on photos in my collection and the 1940s ones have straight edges and some of the 1950s ones have the scalloped edges.

It may be that the print was made in the 1950s, but the photograph was clearly taken in 1939-1945 because of the wartime blackout modifications on the vehicle - the white line painted on the mudguard and the hood on the headlamp.
