Above married Mary Anna Clist; registered Wellington, Somerset 1898.
An Ancestry tree give his birth as 19 November 1864 in Tiverton.
I am unable to confirm that by finding any record of his birth in Free BMD, GRO etc.
Am I missing something obvious?

Have you found him on the 1871/1881 censuses with his parents/siblings?
Censuses would give his parent's names and birthplaces (as well as his birthplace). If you have this information you could then try FreeBMD for the parents' marriage, then GRO for births with mother's maiden name.

Leonard P Hodge is 26 b Tiverton per 1891. RG12/608/116/54.
Parents are Frances R and Margaret.

At the moment the search function on Ancestry is "strange" ???
