Using 1911 census - FindMyPast - and address - then Wards Row is part of George Street Mews.

Added:  - the arrow indicates where George Street Mews are -

Once would have been close to the southern end of the Oxford Canal - now sadly under Worcester Street Car Park....

Ward's Row would have been the houses on the South side of George Street Mews. Now Nuffield College. Google Street View https://goo.gl/maps/gpDNeg2iPYB2
