Second half of the 1870's.

They are both wearing natural form dresses (the natural form era spanned from 1876-1882 at its latest); which would place the photo date into the late 1870s. Specifically between the years 1876-1878, when the skirts of these dresses flared out more near the skirt (although the crinolette had gone out of fashion c. 1875, skirts still maintained an a-line flair - with a long bodice tailored tightly to the bodice displaying the fashionable 'natural form'); it was the first time in Victorian fashion that women's clothing showed the hips and top leg area (usually the lower torso was hidden under the skirt) so it was quite a revolutionary silhouette for the time!

In comparison to the more stream lined silhouette of the late natural form era, when skirts flared out at the very base in a 'fish-tail' style - awfully written but you get my point :P (another fashion plate dated to 1879):
