Birthyears and birthplaces? Any children?
Nothing showing in 1861

According to Ancestry there are quite a lot of missing parishes in the Welsh 1861 census returns.

3984 Dingestow seems to be the only Monmouth one missing from the FindMyPast site
-
Have you tried the Police Gazette dataset on Ancestry? They may have articles that can help you to narrow down where to look for Edmund around 1861.
-
The nearest I have found him is Oct 1859 when he was in Monmouth.

Monmouth? Tetbury is in Gloucestershire on the English side of the Severn.
1851 census has him living in Tetbury, birthplace ‘Gloster, Mitcheldeane’.
-
There are a lot of references to him in the newspapers of the time, indicating that he was working as a police superintendent in Monmouth by the mid 1850’s
-
The nearest I have found him is Oct 1859 when he was in Monmouth.
The Monmouthshire Merlin 2nd November 1861 has a report about a robbery in Monmouth where the victim of the robbery informed Superintendent Wheeldon.

He is also mentioned in the 15th December 1860 issue.

I should, of course, have said Monmouthshire ::)
He was appointed Superintending Constable of Abergavenny in October 1855

Did he have a second wife, called Sarah?
-
1881 census gives his wife as Sarah.
-
I'd found her via probate records ... but that doesn't help with 1861, does it? Some of my OH's lot "went missing" in 1861 Wales census, too. There in 1851, back in 1871, but...?
-
Not that it helps in the least to find him in 1861, but he took up his post in Monmouth in October 1857

Do we know when Emma Barnett died? (They married in 1842, didn't they?)
-
Emma died 14 Aug 1874 in Monmouth
He married Sarah Heather 2 Nov 1875 in Mitchel Troy, Monmouthshire
He was Superintendent of Abergavenny 1855 and Superintendent of Monmouth 1857
As you say plenty of Newspaper reports for him as a Superintendent
But where were they in 1861
The thing that is bugging me is there are reports in 1849 and 1851 about Sergeant Wheeldon of Nailsworth then two in 1852 for PC wheeldon in Cheltenham
then what was going on here?
Superintendent of Monmouth 1857
THE NEW POLICE.
The Town Clerk reported that the Watch Committee having examined the applications and testimonials of the various candidates for situations as police officers, recommended Edmund Wheeldon to the Council for election as sergeant, his testimonials being extraordinarily good.

Was there more than one Edmund Wheeldon? Oo was the first report wrong about the rank?

Look at this Stan same case different paper but adds that he was complimented by the chairman.
FOWL STEALING.—In the case of James Coburn, noticed in another column, the prisoner pleaded guilty and was sentenced to 3 months' hard labor. The hon. chairman highly complimented Supt. Wheeldon.…
The Illustrated Usk Observer and Raglan Herald 11th April 1857
also from the National Libraryof Wales It appears he had a short term away from the Police!
Mr. Wheeldon, late superintendent constable (at Abergavenny), in the Monmouthshire County Police, has been appointed Superintendent on the Brecon and Abergavenny Canal. Mr. Wheeldon was a most excellent officer, and his departure will be regretted.

CRICKHOWELL.
The hay harvest has just commenced in this locality. To all appearance the crops will be very heavy this year.
Mr. Thomas, late Superintendent of Police in Monmouthshire, has just been appointed Superintendent on the Canal, instead of Mr. Wheeldon, who gave up the situation on Saturday evening.
