As you have a couple of options it's probably safer to get the birth certificate to be certain of the correct parents.

Do you know if he had any older siblings who might be on a census?

Frederick + Hannah Brown married in Swinefleet.
1911 they were in Swinefleet in the free index now given by heywood.
Where were Charles and Alice?

George Burnett Brown registered March 1912, Goole. Yorkshire BMD say sub-district Swinefleet.
The name Frederick comes up in events after the 1932 GB Brown - Roberts marriage.
All speculation.

There is a death in 1899 for Alice Brown b 1874 and a couple of marriages for Charles Brown - possibility?

A distinct possibility.
Burial of Alice at Swinefleet. No more info.
Certainly all the Brown - Burnett births in Goole after that seem to relate to Frederick + Hannah. (I mean to 1911)

There is a birth and death for John Allan Brown mmn Burnett in 1896 so perhaps the child of Charles and Alice as Frederick and Hannah were not married at that time.

Charles Allan Brown born 1906. So perhaps Fred and Charles were related?  :-\

In which case Hannah and Alice might have been sisters from Swinefleet! Parents Robert and Hannah.
Their marriages are online, but I don't know what they say.
