Can anyone help to decipher and translate this French residency document for a Spanish ancestor please?

Would help if the left hand side hadn't been chopped off on the second image to see the pre-printed parts, but basically
The first image appears to be a receipt (?temporary permit for a foreigner to live/ stay in France) which was valid till his official identity card was delivered/granted?
The preprinted part at the top of the second image says all foreigners who were either changing their address (or leaving France) had to go to the Commissioner of police (or the Mayor if it was just a small place and there wasn't a police station) before they left.
Then on arrival at their new address (or return to France if they had been outside the country) they again had to report to the Commissioner of Police or failing that, the Mayor. If a foreigner failed to do that then they were liable to penalties under the penal code (fined? imprisoned? deported? dunno).
First line of stamps left side shows he left Guissan (a commune in the Aude Dept, Southern France) to go to Spain on 2/11/31, The one under that shows his return to Guissan
First line right side - left for Barcelona 19 Dec 1931
under that return to Guissan 6 Feb 1931
I don't think the handwriting at the bottom has anything to do with a medical certificate - I think they just ran out of room for stamps can't quite make out the handwriting, you'd need to scan that part separately in a reasonable resolution to give a better image, but both blocks seem to begin with Vu au depart (seen when he was leaving)
I'd suggest you type out the pre printed parts and put them into a French - English translator on the web (just search French to English) don't worry too much about accents , it will give you the gist of it.

Gruissan is a fishing village on the Mediterranean coast of southern France overlooked by an imposing castle, the Barbarossa Tower. It is a popular tourist resort these days.
The document is an early version of what they call 'Carte de Sejour' now or residence permit for non citizens.
