He has quite the record for disobedience, neglect of duty, insolence, absconding etc. He was lashed, given hard labour, on a chain gang and confined in solitary, up until 1839.

You can view his record: https://librariestas.ent.sirsidynix.net.au/client/en_AU/names/search/results?qu=Isaac&qu=Wheatley#

Ticket of leave in 1936, last column: http://nla.gov.au/nla.news-article4174763

Certificate of freedom issued 1845.

He went to Port Phillip, VIC, 14 March 1846, on the SHAMROCK.

Possibly in SA in 1874, court case, 4th column: http://nla.gov.au/nla.news-article196749135

Isaac WHEATLEY / WHATELEY departed Launceston, VDL bound for Port Phillip, per the Shamrock, on 14 March 1846.

Port Phillip was and still is on the mainland.  In 1846 that district was still part of New South Wales.  He paid five shillings for his fare from Launceston / George Town   to Port Phillip.   His ticket number was 73.

I cannot find any evidence that he then quit Port Phillip and returned per any vessel to Port Arthur or anywhere else in VDL in 1846.

If he arrived VDL in 1830, why would he be sent to Port Arthur in 1846.   He arrived per the David Lyon in August 1830, tried Nottingham 19 October, 1829,  Seven year sentence.    There is a note on his digitised Conduct Record 'Free Certificate ... 1845".

Not seeing and marriage registrations for him.

You’d need to purchase that VIC death cert to see if it is him. It would give details of a wife, children etc.
