After an unproductive on line search, I am wondering if you may be able to help with this. I have purchased a Victorian photo album and on the front page is a presentation to William Warburton, secretary of the st Michael's ward relief committee, of this album and a timepiece in March 1879. All the photos inside are from studios in Manchester. I cannot find anything on line about this committee or William. This is not my own family, but I would dearly love to get this album back to the family of William. Any information would be greatly appreciated

In 1907 an Alderman John Grantham died. In the long obituary word is mentioned of his work on the New Cross and St Michael's Wards Relief Committees which was active during the famine.
In 1885 there was a meeting of that committee in Rectory park School.
Still looking.

In 1879 there is a William Warburton resigning from a school committee, and a William Warburton possibly going bankrupt, but I do not know if they are the same person.

There is a William Warburton (wife Sarah G) born 1828 in 1871 in Manchester a grocer, which might be the man in financial difficulties.

There is an obituary somewhere of a William Warburton on 27th November 1900 age 72 (so about 1828 birth). This information came from IGI, but I cannot yet find in archives to read what it says.
Added: No, William Warburton the grocer has died before 1891 census.

I would think it would be more likely be St Michael’s and all Angels , in the worst slum in Europe .
Central Manchester ,near Victoria Station.
Friedrich Engels wrote about it in The Conditions of the Working Poor in Manchester.
The church was demolished in the 1930’s or thereabouts .
It was on Angel St.
Built when the area was still green fields ,but soon surrounded by dreadful housing, the infamous back to backs ,one room a bed room and attic.
Only a front door ,no rear exit as another house the same was attached at the back.
In the Cotton famine when Lancashire textile workers refused to use cotton produced in slave owning plantations the poverty was extreme ,likewise when so many Irish cane over to escape the famine ,so many extra available workers meant wages could plummet.
There would be great need for such organisations as that you mention.
I don’t know where St Michael’s records are, perhaps The Central Library.
Or The Church of England records.

There are newspaper snippets 1870s re St Michael’s Ward Relief Committee e.g
1878 - meeting in St James School, Collyhurst for the purpose of setting up a general relief committee for St Michael’s Ward

St,James ‘was not far from St Michael’s .
In Collyhurst .
St Michael’s was in the specific area of Angel Meadow,part of Colllyhurst.
The conditions were extreme , Cholera raged and 40’000 bodies were buried under St Michael’s Flags ,
The extension of St. Michael’s Church yard.
As an example of the conditions ,at one back to back house In John St.
nineteen people ,not all related , lived at 10 John St.
Charter St. Mission was a beacon of light in that area ,and was of great help
especially to the children.
