Walter is with Mrs Ayers.
Noah is his father. I can’t see anything on the document to suggest that Noah is residing with Mrs Ayers.

I was thinking because her name is down as Mrs Ayers and not her first name that they might be living together but not married as I can't find a marriage certificate. Do you think I'm right or wrong.

Do you mean Walter was living with Mrs Ayers? He'd hardly admit to that on his Banns of Marriage!

Mrs Ayers could be the owner of the property and Walter is her lodger.
Have you found them all in 1861/1871? Was Mrs Ayers at that address?

That's how I read it.
Walter, whose father's name is Noah, is lodging with Mrs Ayers.
I can't see any implication whatseover in the document that either Walter or Noah are 'living' with Mrs Ayers.

Walter is getting married. He’s been asked what his father’s name is, and has stated that it’s Noah.

The form relates to Walter - asking for Walter's details eg who he resides with = Mrs Ayers could be his landlady (living there 18 months - near St Peter's church) - asks for father's details because of age (although he is over 21) - Noah has nothing to do with Mrs Ayers.
