Which state did he reside in?

Why are you unsure of his surname?

Where did you get the 1911 from?

Some details of the man would help, e.g. birth year and place of birth, death, sailed from where, etc.

A Joseph Brennan age 21 arrived onboard Kaikoura on 24 Sept 1911 in Queensland.
As you give so little information in your post, I do not know if this is the man you are looking for.

There seems to be some confusion.

Here is a 1926 marriage. Is this your person?

2220/1926
MERGAN Edward J
THOMPSON Ruby F
At BALMAIN NORTH

There is not a recorded COSBY/ MERGAN marriage in Randwick in 1926

Yes, I think so.

This is a death notice for one Isobel Charlotte COLEMAN. 1948

https://trove.nla.gov.au/newspaper/article/145630334

It would appear she is the daughter of Charlotte (stated as Mrs E J BRENNAN ) of Katoomba.

She is also the sister of Francis Brennan of Sydney and Joseph BRENNAN of Katoomba and sister of Margaret BRENNAN in London

Looking at the Electoral roll for Katoomba district 1937

Francis Anthony BRENNAN can be seen on the Electoral Roll in Katoomba   1937
He is a Barman at Gearanís Hotel.

Edward Joseph MERGAN , his presumed brother and wife Ruby at  Walgett street Katoomba, a motor mechanic. 1937

Charlotte Brennan is in at Katoomba at 33 Lurline Street. HD

Yes, it appears as if mother Charlotte and most of her children came to Australia sometime after 1911 census, but I have not had any luck finding them on passenger/ shipping lists.

ADDED: I wonder what happened to the son Gerald/ William Gerald born about 1901?

I have had a quick look for passenger arrivals too.

May I share   ;D  in the era we are all looking at,  the NAA passenger arrivals are where first port in Australia is Western Australian port of Fremantle, thus the ship came via the Indian Ocean, either via Suez or around Africa.

The NAAs holdings when the voyages were via Panama Canal and then across Pacific Ocean to ports on eastern seaboard of Australia probably not yet catalogued, assuming NAA actually  has those.  This is my understanding as per one of my reliable ancient rellies, former NSW archivist who was seconded to NAA back last century.  :)
