Could some kind Roots Chat colleague please inform me did everyone who emigrated from Ireland to United states in 1910 have to make a prior application for passport before sailing?

I have been searching extensively for a passport for a lady who travelled from Derry/Londonderry in 1910. I have located her passenger list but felt that if I could locate a passport application it may allow additional information.

An Irish immigrant would not be eligible for a US passport.

As an emigrant from Ireland she would have been a British citizen (unless she was married to a non-Briton, in which case at the time she would have automatically lost her British citizenship in favour of her husband's). See this guide, but the summary is that she wouldn't have needed a passport and is unlikely to have had one.

My grandmother emigrated to the USA around that time from Ireland and had a British passport.
Have it here somewhere and will have a look for it.
From memory she renewed it about 1920 in British Consul in New York before returning to Ireland .
