I have the parents and child's names plus the dates but can anyone make out the address?

I think it looks more like th than ll. Possibly Mathieson St. (South?) Cleavers. But I can't spot it on a gazetteer or map.

Weirdly, this child Thomas appears to have been baptised twice, I just found the 1st one which took place in 1810. I think this is Watkinson St?
Why 2 baptisms?

What is the date of the other baptism? I have found another record of the same baptism of 17 Jan 1810. Ancestry England & Wales, Non-Conformist and Non-Parochial Registers, 1567-1936
ADDED: I did find another baptism of a Thomas Hughes son of Thomas & Elizabeth Hughes but at Manchester Cathedral on 10 April 1810 & this child was born 6 Dec 1809, not 29th Dec as in baptism in question.

I have Date of Birth - 9th Dec 1809 , the baptism showing this DOB was on 17 January 1813 • Pitt Street Welsh Chapel, Liverpool. That's the image in the first post.
Then when I was looking for more children, I found a second record on for a baptism on the 7th Jan 1810. This image is clearer, you can read Watkinson street and the father's occupation as a lath cleaver. However this has the 29th December 1809 as the date of birth.
A correction to the records or perhaps a transcription error?

As far as I can see, in your original image the date of birth is 29 Dec 1809 & date baptism is 17 Jan 1810.....
Here is the other record of same baptism, both dates are the same. It is definitely 17 Jan NOT 7 Jan.

However.... over on findmypast is an image wth different dates - birth 23 Dec 1809 & baptism 7 Feb 1810 Thomas still a lath cleaver, Elizabeth's maiden name Peaton rather than Eaton ??? I suspect this is something like a Bishop's Transcript that was transcribed incorrectly in the first place.
