Having trouble understanding the attached death certificate....I understand Alfred Jules Philippart, his parents & grandparents, but cannot understand Louis Jacob? Kind regards

He's a secretary of the local authority (the Commune) and I think it says he's not a parent ("non parent")

OK thank you, it was confusing me as the Grandmother was a Jacob, perhaps her was a relative.

Both of the men reporting the death of Joseph Philippart are 'non parent', meaning not related to the deceased.
Alfred Jules Philippart is a friend (ami) of the deceased and Louis Jacob is a secretary (as ShaunJ stated).
It's also stated that the deceased was a widower, but the name of his late wife was not known to those present.

Pierre-Joseph Philippart, husband of Jeanne-Marie Jacob, died the day before. So she is still alive.

[...] spouse of Jeanne-Marie Jacob, housewife, residing in Florenville, died in Florenville yesterday at 4 pm in the house at rue de la Culée and the informants signed the entry before us after having it read to them.
As stated before, she is alive - it is her husband who has died.
