Title: Please help reading this section of a birth entry!

I can read most of the document, it's just the section I've highlighted yellow around that I cannot make out! (I think the date of birth is 28th October 1860 too?)

Often if an exact time is given, it is part of a twin birth.

In Scotland, exact times have always been given for all births.

Having said that, the times are always rounded. Nobody seems to be born or die at 4.23 a.m.

My sons birth certificate says 5.31am.
I remember it well or not after 3 days in labour  ;D
