I stand to be corrected, but from the medals worn by the man on the right, I think between the two world wars.

Yes, definitely Royal Engineers. Slightly mixed bunch of young soldiers and a few old sweats. Probably regulars rather than TA. Interesting that the Lance Corporal on the right of the picture is the only one wearing his medals, but not his belt, plus he has an undone breast pocket which would enrage any SNCO or warrant officer who saw him like that.
Hard to be certain but I think he's wearing the 14-15 Star, the War Medal and the Victory medal which means this is possibly 1920s or early 1930s. Almost certainly pre Second World War. The stiff top to the service cap was re-introduced after WW1. It's hard to tell but I think the capbadge looks more like the George V version than the later Edward VIII one
