This is a rather vague query as I can only find one instance of the name and no idea if he is my man.
I can find no BMD records for him, and have no idea if this chap is English.
The only record found is an entry on the 1929 London electoral where he is living at 2 Princeton Mansions, Red Lion Street, Camden with an Elsie Maud Rowland - no definite other records for her and no probable marriage found. And nothing apparent on passenger lists.
Any help to identify him would be appreciated.

Just to finish.
Herbert and Dora Howland also had a daughter Theresa Howland born 20 November 1902 (I think this is an error as her birth was recorded October quarter 1902) bap 23 November 1902 St Michael, Lambeth - death recorded December quarter 1902.
Theresa was the name of Dora's sister.
