1921 census has Selina Small in the same household as Winnie Small born 1910, Earnest Small born 1915, William Dodd b. 1901, Edgar Dodd b. 1904 and Ivy Dodd b. 1906.

In 1911, she lives with her 'husband' THOMAS DODD and their children - Beatrice (10), Alfred (2) and Thomas Charles (8mths). On this census it is claimed they had 4 children but one had died. Also states they had been married for 11 years.

I think this is the child that died

You haven't given Edward (Ned's) year of birth

There is a Ned Burtenshaw on 1911 census he's born c1900 Redhill Surrey - father is Philip mother May, he has siblings named
Mary, Philip, Amy, Gerty & Pheby - Is this him?

On 1901 census Phillip & Mary Ann Burtenshaw have following children

I didn't spot these baptisms in India as I hadn't checked for surname variants

Mary Ann Cobb is recorded as a 36 year old widow of 55 Morning Lane. Father William Terry (dead).
