Newfoundland did not become a province of Canada until March 31, 1949.
Here's a genealogy site with a variety of information from the years before Newfoundland joined Confederation in 1949. http://ngb.chebucto.org/

The William Mills in the UK Census of 1871 was age 13 and is listed as an inmate. There is an image on Ancestry from 1869 showing a William Mills jailed for stealing at age 11.
In July of 1881, there is a record for a marriage of a William Mills and Emily Waite in Dorset.
Do you have the names of William's mother and father? Do you know for sure that he was in Newfoundland?
