Family History Beginners Board / Age listed as "0" in BMD

JAMES, ALICE BOARDER F 7 LANC MANCHESTER
I am trying to pick up a thread of a family line, I have found her as a child but no parents as yet, The ancestor is showing as a 7 year old "lodger" but with no family in the house
To try to find parent(s) I called up on Free BMD a list of all "James" who were listed as having died between 1900 and 1910.
There are a lot of people who have their age given as zero.
Am I correct in assuming this means the age at death is not listed or, does it mean a child of less than 1 year old?
Has anybody else seen this before?
