Can you find the father in 1881? If by chance he was at the same address it might help with locating it
What was his fathers name?
His father was Samuel Pennington, a Glass and China Dealer. At the time of the 1881 Census, he was living in Salford at 28 Chief Street.
Samuel's daughter Mary was baptised in Salford on the 15th of March 1882.
So between March 1882 and August 1883, the family went to Nottingham likely in the Old Radford area.
The day after "Sam" (Samuel) was baptised on the 10th of August 1883, at St Peter's Radford, himself and his mother Maria and youngest siblings Frederick, Charles and Mary entered Nottingham Union Workhouse. Cause of seeking relief was destitution.
Samuel did not go into the workhouse, or his two oldest children Elizabeth Griffiths Pennington, and Joseph William Pennington my 2x great. Joseph would have been 16 when his mother and three youngest siblings entered the Workhouse.
I have found evidence on the British Newspaper Archive that Joseph was living in Old Radford between 1884-1889. He married at St. Paul's Church, Hyson Green on the 17th of February 1889. He was a Blacksmith. Maybe he lived with his father for this time/ maybe with other people. I can't be certain.
Sam/ Samuel died aged 5 months in the workhouse on the 18th of October 1883. I think he was buried at St. Catherine's Church that same day.
Also on the same day that he was buried, Maria left the Workhouse of her own consent with her daughter Mary. Frederick stayed in Nottingham . On the 3rd of September 1883, Frederick was sent to the Training Institution, on Hartley Road, Radford at the old Radford Workhouse. It is unknown how long he stayed there. -

It is not known where Charles went if he stayed in Radford with his father or some other arrangement. But by April 1891 (see below) he was living with his father in Stockport.
Maria went to live with her brother James Henshaw at 68, Wellington Road North, Heaton Norris. She died at this address on the 6th of October 1884. Her brother James was the informant at death.
Mary was brought up by the Henshaw's and in at least one later census was described as
adopted daughter. It is interesting to me, anyway that on Maria's grave it does not mention the name of Pennington. She is described as
eldest daughter of the late William Henshaw. -

At the time of the 1891 Census, father Samuel was boarding in Stockport at 12, Harrison Street with his son Charles.
