Free BMd has the following birth registrations for the Cardiff Registration District

Won't be able to check Parish Register index 'til Tuesday.

found him on the '81, '91' '01 and '11 Census with wife Emma and children - Evan H (1876), Owen (1878), Frank (1881), Emma (1883), Catherine (1885), Roger (1887) and Ellen (1891). Wife Emma born 1848 Ely, Cambridgeshire according to Census..

Free BMD has a Mary Bacon birth registered Mar 1848 Ely 14 17 (there is a questionmark about the17 - hard to read the original entry - might be 67?).

Free BMD has Evan Evans marrying a Mary Bacon registered Dec 1874, Newport Mon 11a 293. This fits in with the birth of Evan H in 1876.
Possibilities to consider?

You mention "East Glam".

A Mildred I Griffiths married Stanley E Langdon Sep Qtr 1925 11a 959 and her birth was registered Sep Qtr 1906 Cardiff 11a 490.

She's also on the 1911 Census with family in Cardiff.

How certain is the middle initial in Mildred E Griffiths in your initial post?

Really drawing a blank regarding the Cook side of the family. No luck whatsoever and I've checked a range of Censuses - '51, '61, '71. Might they have emigrated? 

If the Eleanor Appleton on the '41 Census posted earlier is the Eleanor that married Charles Cook I've been able to find her mother Ann on the '51 Census (now a Widow, Thomas Appleton's death recorded 1848, Mar, Pontypool,   26  140). She's living with her daughter Tabitha - now married to a John Goulding in Garndifath, Trevethin. Can provide further details if required.
John Appleton, born 1811, + family on the '41 Census is on the '51 Census living in Beaufort Hill, Llangattock.

There's a marriage entry on Free BMD for Eleanor Appleton Pontypool Sep 1844  26  134 and Charles Cook is one of 4 possible partners.
