Can I take it that Andrew McLeod died in Cluny in 1938. There is a burial record for an Andrew McLeod in Aberdour for 1938.

Annie Tough, spouse McLeod, died 1917.
Elizabeth Ann Fraser Davidson, spouse, McLeod died 1894, there is a burial for an Annie Davidson, in Cluny Churchyard in 1894.

You will get more information from "Scotlands people" for which you will have to buy credits.

Having searched the archives, this uniform and especially the hat, is very similar to versions of British Tramway motormen (Drivers) of the early 1900's. Ledinghams was in business pre 1st world war, right up to the mid 1960's. I wonder if he was a tram driver circa 1910.
As to the masonic connection, why not send the information and the photograph you have to the

And therin could be the (30 year) problem. The record will only show the information given to the registrar. That information may not be totally correct if the person who is reporting the (B. M. or D.) does not have all the correct facts.

My birth certificate states that I was born in October, but the birth was registered/signed and dated  two months previously in August. (Both the same year) Oops!!

Have you tried running a "Free BMD" search for him, but using the "Phonetic search surnames" option. This throws up 2 (3)Arthur's for Chester, but the ages are about 10 years out, and three others, wich would have the correct(ish) age (as per the 1871 census) but a shortened version of Wilcoxon.

1901, Wilcox, Arthur Marwood    60 Wharfedale
1904, WILCOX    Arthur 64    Camberwell
1908, WILCOX    Arthur 63    Lambeth
1922, Wilcox Arthur 67 Chester   
          Willcocks Arthur 68    Chester   
          Willcocks Arthur E 68 Chester

There are others but they would seem to be in the 10 to 20 years out range for the DoB.
