It looks as if John left for NZ before 1901 as I haven't managed to find him on the census.

Well, they are not easy to find in 1891! Have you any idea when John Oliver left for NZ?

This is the best match I can see for him. The birthplace given in 1881 is Knighton so it's the same area.
