There are two sets of Banns for this couple 1- in 1803 where he states he is a bachelor and she a widow at St Mary's Islington 2- 1809 where he states he is a widower and she a widow in the margin is written married 24/12/1809

Could it be that they could not marry in 1803 as his wife was still alive

Can't find a marriage but if she is the Charlotte Souten baptised 27/03/1831 at Sturry St Nicholas Kent then she is the daughter of Stephen a labourer and Mary, this was the only Charlotte Souten I could find

Could Isabel's birth be a late registration as her parents married in the September quarter 1892.
In Kathleen's case it would have been the next year as well

They were both born towards the end of the quarter that they were born in so they most likely were registered in the following quarter, this happened with my mother

Reason for leaving for both of them "exempt" don't know what that means
As appoint of interest on the official government BMD Lucy is spelt Lucie

The church records for Stratford do not go back that far, I have looked in the West Ham church for that church period but no luck.

Just a thought have you looked in Norfolk in case his parents went there when he was very young and had him baptised there
