Lancashire / William Stubbs in a gas explosion + photo query

Williams Stubbs of Blackley was blinded in an explosion at a gasworks ... date unknown, but probably 1880-1900. I have checked with the Gas Industry Genealogical Index and can find no ref to this incident. There was also an incident October 1899, at the Rochdale road Gasworks, but a search of 1899 newspapers when I was last in Manchester didnt bring up his name as an injured person.
Did this really occur ? Does anyone have any light to throw on this incident, which is still talked about in the family ? These things often have a grain of truth, if sometimes lacking in accuracy !
The photo (a copy of a cutting found in Canada !) shows William as the old gentleman in the cart. Does anyone know who the horseman is, or where the picture was taken ?
